With reference to my Confidential

Despatches of the 9th. ultimo and the 17th. instant,

from which Your Lordship will have learned that the draft

Working Agreement for the Kowloon-Canton Railway forwarded

in Sir F. D. Lugard's Confidential Despatch of the 9th.

and that Mr. Wei Han, who represented the Board of Com-

munications in this matter, has resigned his post, I have
